The UK's health minister Stephen Ladyman has sought to clarify the rules governing long term care in the country.
Mr Ladyman has published new consultation papers that are designed to explain the responsibilities of Primary Care Trusts.
At present the minister claims there is some confusion over who has responsibility for commission care, causing delays in establishing care for the elderly.
However, the minister sought to explain that the consultation would not prolong any difficulties.
“While we are seeking stakeholder views I would like to make it clear that no one should be deprived of care that they are assessed as needing and that any change should be in the best interest of the patient
The draft regulations are restricted to services for adults over the age of 18.
